As these services require power on your phone, turning on the Airplane Mode while you are charging the phone means that less power will be used. While you will not be able to do anything on your phone that requires cellular data or WiFi when you are charging it, doing so will help your phone charge faster.
If turning on Airplane Mode on your phone is not enough, try turning off your phone completely when you are charging it.
